For most farms, it doesn't really matter. Even in the spawn chunks, plants will not grow, mobs will not spawn, etc. unless the player is nearby, A wither powered cobble farm would be a good idea. Mostly, it comes down to: avoid things that cause lag, and include things that run even without you there. Hope that helps.

Players spawn in a large square of 20x20 where the center is the set spawnpoint. I'd suggest making some kind of large platform with tripwires over the ground. Hook them up to some kind of rapid clock that teleports all players in the area to wherever they should start the map.

Hmm yeah, it seems to be fixed at facing south, unless the command needs to be written in a diffrent way or it simply is not possible to change the facing direction. I tried it with a couple of diffrent angles and all resulted in facing south, including the default before I changed the worldspawn. I think, I have tried that already.
